Public Participation Plan (PPP)

Because the project is seeking a modification to the Rikers Island Title V Facility Air Permit, the project is subject to NYSDEC's Commissioner Policy-29 Environmental Justice and Permitting (CP-29), issued in March 2003. The environmental justice analysis documents the potential of the proposal renewal and modification of the Riker's Island Title V Permit to adversely and/or disproportionately affect any local environmental justice communities.
